သစ်တောများအုပ်ချုပ် လုပ်ကိုင်မှုအတွက် ထောက်ခံချက်ပေးနိုင်ရန် မြန်မာ့စံနှင့် အညွှန်းများမူကြမ်း (သဘာဝတောနှင့်စိုက်ခင်း)" နှစ်ခုအတွက် လူထုသဘောထား မှတ်ချက် နှင့် အကြံဉာဏ်ရယူခြင်းမှ လက်ခံရရှိသော သဘောထား မှတ်ချက်များနှင့် စပ်လျဉ်း၍ ဆက်စပ်ပတ်သက်ပါဝင်သူများအား အကြောင်းပြန်ကြားခြင်း
၁။ မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေးကော်မတီ (Myanmar Forest Certification Committee - MFCC) သည် သစ်တောထောက်ခံချက်ပေးခြင်းကိစ္စရပ်များအား အကောင်အထည်ဖော်ဆောင်ရွက် နိုင်ရန် Prince Albert II of Monaco Foundation အကူအညီဖြင့် Programme for the Endorsement of Forest Certification (PEFC) နှင့်ပူးပေါင်း၍ “Working in Partnership to Bring Sustainable Management to Myanmar’s Forests” စီမံကိန်းအား အကောင်အထည်ဖော် ဆောင် ရွက်ခဲ့ပြီး ဖြစ်ပါသည်။ MFCC သည် မြန်မာနိုင်ငံတွင် သစ်တောထောက်ခံချက်ပေးခြင်းကိစ္စရပ်များအား စီမံအုပ်ချုပ် ကွပ်ကဲရသည့်အဖွဲ့အစည်း(National Governing Body) ဖြစ်ပါသည်။ MFCC ၏ တာဝန်သည် ထာဝစဉ် တည်တံ့စေသော သစ်တောစီမံအုပ်ချုပ်မှုနှင့် တရားဝင်သစ်များအတွက် ထောက်ခံချက်ရရှိရန် လုပ် ဆောင်မည်ဖြစ်ပါသည်။
၂။ MFCCမှ ပြုစုထားသော Standard Setting Policy အရ စီမံကိန်းကာလအတွင်းတွင် ထာဝစဉ်တည် တံ့စေသော " သစ်တောများ အုပ်ချုပ်လုပ်ကိုင်မှုအတွက် ထောက်ခံချက်ပေးနိုင်ရန် မြန်မာ့စံနှင့် အညွှန်း များမူကြမ်း (သဘာဝတောနှင့် စိုက်ခင်း) (ဒုတိယမူကြမ်း-၂၀၁၉)" နှစ်ခုကို အတည်ပြုနိုင်ရန် အတွက် ဆက်စပ်ပတ်သက်ပါဝင်သူများ အားလုံးထံမှ လူထုသဘောထားမှတ်ချက်နှင့် အကြံဉာဏ် ရယူခြင်း ပုံစံ ဖြင့် သဘောထားမှတ်ချက်နှင့် အကြံဉာဏ်များ တောင်းခံခဲ့ပါသည်။
၃။ သဘောထားမှတ်ချက်နှင့်အကြံဉာဏ်များတောင်းခံခြင်းကို MFCC ၏ “Working in Partnership to Bring Sustainable Management to Myanmar’s Forests” စီမံကိန်း၏ "Project Update for Stakeholders and Introduction of PEFC CoC Seminar" တွင် စတင်ကြေငြာခဲ့ပါသည်။ သဘောထား မှတ်ချက်နှင့်အကြံဉာဏ်များ တောင်းခံခြင်းကို ၂၀၁၉ခုနှစ်၊ ဧပြီလ (၃၀)ရက် နေ့မှ ၂၀၁၉ခုနှစ်၊ ဇွန်လ (၃၀)ရက်နေ့ထိ ရက်ပေါင်း (၆၀)သတ်မှတ်ခဲ့ပါသည်။
၄။ MFCC သည် လူထုသဘောထားမှတ်ချက်နှင့် အကြံဥာဏ်ရယူခြင်းကို MFCC ၏ Website Contact Page နှင့် Social Media စာမျက်နှာများတွင်လည်း ကြေငြာခဲ့ပါသည်။ အမျိုးမျိုးသော ဆက်စပ်ပတ်သက်ပါဝင် သူများအား [email protected] ၏ Mail Chimps မှတစ်ဆင့် လူထုသဘောထားမှတ်ချက်နှင့် အကြံဉာဏ်ရယူခြင်းကို ဖိတ်ကြားခဲ့ပါသည်။ ၎င်းပြင် MFCC သည် သစ်တော အုပ်ချုပ်လုပ်ကိုင်မှုအတွက် ထောက်ခံချက်ပေးနိုင်ရန် မြန်မာ့စံနှင့်အညွှန်းများနှင့် ပတ်သက်၍ အတွေ့အကြုံရှိသော၊ စိတ်ပါဝင်စား သော လူပုဂ္ဂိုလ်များသာမက ဆက်သွယ်သွားလာရခက်ခဲသော နေရာ ဒေသများတွင် နေထိုင်သည့် ဒေသ ခံအစုအဖွဲ့များနှင့် ဒေသခံဌာနေတိုင်းရင်းသားများ၏ သဘောထားမှတ်ချက်နှင့် အကြံဉာဏ်များပေး ခြင်းကိုလည်း ဆက်စပ်ပတ်သက်ပါဝင်သူများမှတစ်ဆင့် မေတ္တာရပ်ခံ တောင်းခံခဲ့ပါသည်။ MFCC အနေဖြင့် သဘောထားမှတ်ချက်နှင့်အကြံဉာဏ်များကို နောက်ဆက်တွဲ (၁)ပါ ဆက်စပ်ပတ်သက် ပါဝင် သူများထံမှ လက်ခံရရှိခဲ့ပါသည်။
၅။ မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေးကော်မတီ၏ Standard Setting Policy အရ လူထုသဘောထားမှတ်ချက်နှင့် အကြံဉာဏ်တောင်းခံရာတွင် ဆက်စပ်ပတ်သက်ပါဝင်သူများမှ ပြန်လည် ပေးပို့သော သဘောထားမှတ်ချက်/အကြံပြုချက်များအား နည်းပညာဆိုင်ရာ လုပ်ငန်းအဖွဲ့ခွဲ (Sub Working Group) အစည်းအဝေး ကို ၂၀၁၉ ခုနှစ်၊ သြဂုတ် လ (၉) ရက်နေ့နှင့် (၂၆) ရက်နေ့တို့တွင် နှစ်ကြိမ် ကျင်းပ၍လည်းကောင်း၊ နည်းပညာဆိုင်ရာလုပ်ငန်းအဖွဲ့ (Technical Working Group) အစည်းအဝေးကို ၂၀၁၉ ခုနှစ်၊ အောက်တိုဘာလ(၁)ရက်နေ့တွင် တစ်ကြိမ် ကျင်းပ၍လည်းကောင်း၊ မြန်မာနိုင်ငံ သစ်တော ထောက်ခံချက် ပြုရေးကော်မတီ အစည်းအဝေးကို ၂၀၁၉ ခုနှစ် နိုဝင်ဘာလ (၂၉)ရက်နေ့တွင်လည်းကောင်း၊ ၂၀၂၀ ပြည့်နှစ် ဇန်နဝါရီလ (၁၇) ရက်နေ့၊ မတ်လ (၁၆) ရက်နေ့ နှင့် ဇွန်လ (၁၁) ရက်နေ့တွင်လည်းကောင်း လေးကြိမ်ကျင်းပ၍ အဆင့်ဆင့် သုံးသပ် ဆွေးနွေး အတည်ပြုခဲ့ပါသည်။ အချို့သော ဆုံးဖြတ်ရန်ကျန်ရှိသည့် မူဝါဒပိုင်းဆိုင်ရာ အချက်များကို ကော်မတီ ဥက္ကဌမှတစ်ဆင့် သယံဇာတနှင့်သဘာဝပတ်ဝန်းကျင်ထိန်းသိမ်း ရေး ဝန်ကြီးဌာန သို့လည်းကောင်း အဆင့်ဆင့်တင်ပြ၍ အတည်ပြုချက်ရယူပြီးဖြစ်ပါသည်။
၆။ ဆက်စပ်ပတ်သက်သူများ၏ အကြံပြုချက်များမှ ထွက်ရှိလာသော ရလာဒ်များအရ သစ်တော အုပ်ချုပ် လုပ်ကိုင်မှုအတွက် ထောက်ခံချက်ပေးနိုင်ရန် မြန်မာ့စံနှင့်အညွှန်းများ (သဘာဝတောနှင့် သစ်တော စိုက်ခင်း) စံချိန်စံညွှန်းနှစ်ခုကိုပေါင်းစပ်၍ စံချိန်စံညွှန်းတစ်ခုတည်းသာ ထားရှိရန်၊ "ဆောင်ရွက် မှုအထောက်အထား များ" ကို အကဲဖြတ်ဆန်းစစ်မည့် ပုံစံများ (Audit Form/Checklist) တွင်သာ ထည့်သွင်းရန် ဖြစ်ပါသည်။ သို့ဖြစ်ပါ၍ အကြံပြုချက်/သဘောထားမှတ်ချက်များသည်" ဆောင်ရွက်မှု အထောက်အထားများ"အပေါ် အကြံပြုထားပါ က မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေး ကော်မတီ အနေဖြင့် အကဲဖြတ်ဆန်းစစ်မည့်ပုံစံများ (Audit Form/Checklist) တွင် ထည့်သွင်းသွား မည်ဖြစ် ပါသည်။
၇။ Standard Setting Policy အရ အဆင့်ဆင့် ဆွေးနွေးအတည်ပြုချက်များကို နောက်ဆက်တွဲ (၂) မှ (၁၁)တွင် ဖော်ပြအပ်ပါသည်။ အဆင့်ဆင့်ဆွေးနွေးအတည်ပြုချက်များဖြင့် “Myanmar Criteria and Indicators for Forest Managment Certification (2020)” အား ၂၀၂၀ပြည့်နှစ်၊ ဇွန်လ (၁၉) ရက်နေ့တွင် အတည်ပြုပြီးဖြစ်ပါသည်။ ဆက်စပ်ပတ်သက်ပါဝင်သူများအားလည်း ၂၀၂၀ ပြည့်နှစ်၊ အောက် တိုဘာလ (၁၃) ရက်နေ့တွင် Email မှတစ်ဆင့် MFCC ၏ သစ်တောအုပ်ချုပ်လုပ်ကိုင်မှုအတွက် ထောက်ခံချက် ပေးနိုင်ရန် မြန်မာ့စံနှင့်အညွှန်းများအပေါ် သဘောထားမှတ်ချက်နှင့်အကြံဉာဏ်များ ပေးသည့်အတွက် အထူးပင်ကျေးဇူး တင်ရှိပါကြောင်းနှင့် သဘောထားမှတ်ချက်နှင့် အကြံဉာဏ်များ အားအဆင့်ဆင့် ဆွေးနွေးအတည်ပြုချက် များကို အကြောင်းပြန်ကြားပြီး ဖြစ်ပါသည်။

Acknowledgement to the stakeholders for the comments and suggestions received by public stakeholder consultation of Myanmar C&I for Forest Management Certification Standard Drafts (Natural Forest and Plantations)
1. MFCC has undertook a project “Working in Partnership to Bring Sustainable Management to Myanmar’s Forests” supported by the Prince Albert II of Monaco Foundation with the assistance of the Programme for the Endorsement of Forest Certification (PEFC). MFCC is the National Governing Body (NGB) of forest/timber certification schemes in Myanmar. The mission of MFCC is to deliver sustainable forest management and timber legality certification in Myanmar.
2. According to the Standard Setting Policy developed by the MFCC to approve Myanmar Criteria & Indicators for Forest Management Certification Standard (Natural Forest and Plantations) (second draft-2019) , MFCC requested comments and feedbacks/suggestions from all the stakeholders by public stakeholder consultation form during the project.
3. Requesting comments and feedbacks/suggestions was announced through a seminar “Project Update for Stakeholders and Introduction of PEFC CoC” to update progress on “Working in Partnership to Bring Sustainable Management to Myanmar’s Forests” project. The consultation period is opened for 60 days from 30th April to 30th June, 2019.
4. MFCC also announced the Public Stakeholder Consultation on MFCC Website Contact page and Social Media Pages. MFCC invited the different stakeholders through mail chimps by [email protected]. MFCC sent official request letters not only to experienced and interested persons but also disadvantaged stakeholders, community and ethnic groups, local indigenous peoples living in remote areas through the stakeholders for Public Stakeholder Consultation of Myanmar Criteria & Indicators for Forest Management Certification Standard. MFCC received comments and feedbacks/ suggestions from the stakeholders. (Appendix-1)
5. According to Standard Setting Policy of MFCC, MFCC conducted two Sub Working Group meetings on 9th and 26th August, 2019 and Technical Working Group meeting on 1st October, 2019 for the comments and feedbacks/suggestions received from public stakeholder consultation. Moreover, following MFCC meetings have been held for four times on 29th November, 2019 and 17th January, 16th March, 11th June, 2020 for stepwise comfirmation. For the policy issues remained to be decided, MFCC submitted them to the Minister of Ministry of Natural Resources and Environmental Conservation (MONREC) through the MFCC Chairman and these policy issues are now approved.
6. Based on the comments and feedbacks/suggestions from the stakeholders, MFCC combined two standards (Natural Forest & Plantation). Criteria & Indicators will be just kept as it is in those standards and verifiers will be included in the Audit form/ Checklist. For the comments and feedbacks/suggestions for the verifiers, MFCC will decide to include in the Audit Form/Checklist accordingly.
7. According to the Standard Setting Policy, the stepwise confirmation of the comments and feedbacks/suggestions are shown in Appendix (2) to (11). “Myanmar Criteria and Indicators for Forest Managment Certification (2020)” is approved on 19th June, 2020 with stepwise confirmation. MFCC sent this confirmation by email to stakeholders on 13th October, 2020 and mentioned that MFCC would like to give special thanks and appreciate comments and feedbacks/ suggestions.
