၁။ မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေးကော်မတီ (Myanmar Forest Certification Committee - MFCC)သည် ITTOနှင့်ပူးပေါင်း၍ မြန်မာနိုင်ငံရှိ ထာဝစဉ်တည်တံ့စေမည့် သစ်တောစီမံအုပ်ချုပ်လုပ်ကိုင် မှု (Sustainable Forest Management SFM) စံချိန်စံညွှန်းများနှင့် တရားဝင်သစ်ဖြစ်ကြောင်း မူဘောင် များ ပိုမိုခိုင်မာလာစေရန်ရည်ရွယ်၍ "STRENGTHENING SFM STANDARDS AND TIMBER LEGALITY FRAMEWORK IN MYANMAR" စီမံကိန်းအား အကောင်အထည်ဖော်ဆောင်ရွက်လျက်ရှိပါသည်။ MFCC သည် မြန်မာနိုင်ငံတွင် သစ်တောထောက်ခံချက်ပေးခြင်းကိစ္စရပ်များအား စီမံအုပ်ချုပ်ကွပ်ကဲရသည့် အဖွဲ့ အစည်း(National Governing Body) ဖြစ်ပါသည်။ MFCC သည် ထာဝစဥ်တည်တံ့စေသောသစ်တော စီမံအုပ်ချုပ်မှုနှင့်တရားဝင်သစ်များကို ထောက်ခံချက်များထုတ်ပေးနိုင်ရေးအတွက် လုပ်ဆောင်လျက် ရှိပါသည်။

၂။ MFCC မှ ရေးဆွဲထားသော Policies များတွင် စနစ်များ/စံနှင့်အညွှန်းများ ရေးဆွဲသည့်အခါနှင့် ပြန်လည် သုံးသပ်ပြင်ဆင်ရေးဆွဲသည့်အခါတွင် လိုက်နာဆောင်ရွက်ရမည့် Standard Setting Policy အရ “စံနှင့် အညွှန်းများအား ရေးဆွဲပြီး (၅) နှစ်ထက်မပိုသောကာလအတွင်း ပြန်လည်သုံးသပ်ပြင်ဆင်ရေးဆွဲရန်” ထည့်သွင်းရေးဆွဲထားပါသည်။

၃။ MFCCမှ ပြုစုထားသော Standard Setting Policy အရ MTLAS ကို ပြန်လည်သုံးသပ်ရာ မူလ (၂၀၁၃) စံချိန်စံညွှန်းကို မူကွဲ (၁.၀) သတ်မှတ်ပါသည်။ မူကွဲ (၂) ကို အတည်မပြုမီ မူကွဲ (၁.၀၁)၊ (၁.၀၂)နှင့် (၁.၀၃) စသည်ဖြင့် သတ်မှတ်ရန် အဆင့်များ ရှိမည်ဖြစ်ပြီး နောက်ဆုံးမူကွဲ (၂) ကို အတည်ပြုပြီးသည် အထိ အဆင့်ဆင့်လုပ်ဆောင်ခဲ့ချက်များကို ရက်စွဲဖြင့် မှတ်တမ်းတင်ထားမည် ဖြစ်ပါသည်။ MTLAS မူကွဲ (၁.၀၁) ကို ၂၀၁၉ ခုနှစ်၊ ဖေဖော်ဝါရီလ (၂၂) ရက်နေ့တွင် အတည်ပြုခဲ့ပါသည်။ MTLAS မူကွဲ (၁.၀၂) ကို ၂၀၂၁ ခုနှစ် ဇန်နဝါရီလ ၂၆ ရက်နေ့တွင် အတည်ပြုခဲ့ပါသည်။ ယခု MTLAS မူကွဲ (၁.၀၃) သည် ၂၀၂၂ ခုနှစ်၊ ဇွန်လ (၃) ရက်နေ့တွင် ကျင်းပခဲ့သော Expert Advisory Group နှင့် ၂၀၂၂ ခုနှစ်၊ ဇွန်လ (၁၃) ရက်နေ့တွင် ကျင်းပခဲ့သော မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေး ကော်မတီ ပထမ အကြိမ်မြောက် အစည်းအဝေးမှ အတည်ပြုထားခြင်း ဖြစ်ပါသည်။

၄။ “မြန်မာနိုင်ငံတရားဝင်သစ်ဖြစ်ကြောင်း အာမခံသည့်စနစ်” မူကွဲ (၁.၀၃ - ၂၀၂၂) ကို အတည်ပြုနိုင်ရေး အတွက် ဆက်စပ်ပတ်သက်ပါဝင်သူများ အားလုံးထံမှ သဘောထားမှတ်ချက်နှင့် အကြံပြုချက်များရယူ ခြင်းပုံစံဖြင့် သဘောထားမှတ်ချက်နှင့် အကြံပြုချက်များတောင်းခံခြင်း(Public Consultation)ကို (၂၈-၆-၂၀၂၂) ရက်နေ့မှ (၁၀-၈-၂၀၂၂) ရက်နေ့ထိ ရက်ပေါင်း (၄၄)ရက်ကြာ တောင်းခံထားရှိခဲ့ပြီး အဆိုပါမူကွဲ အတွက် မြန်မာဘာသာပြန် (မူကြမ်း)ကိုပါ ဖြန့်ဝေခဲ့ပါသည်။

၅။ သဘောထားမှတ်ချက်နှင့်အကြံပြုချက်များပေးခြင်းကို “လူထုသဘောထားမှတ်ချက်နှင့်အကြံဉာဏ်ရယူ ခြင်းပုံစံ”တွင် ဖြည့်စွက်၍ [email protected] သို့ Email ဖြင့် ပေးပို့နိုင်ပါကြောင်း MFCC ၏ Website Contact Page တွင် ကြေညာခဲ့ပါသည်။ MFCC အနေဖြင့် သဘောထားမှတ်ချက်နှင့် အကြံပြုချက်များကို နောက်ဆက်တွဲ (၁)ပါ ဆက်စပ်ပတ်သက်ပါဝင်သူများထံမှ လက်ခံရရှိခဲ့ပါသည်။

၆။ မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေးကော်မတီ၏ Standard Setting Policy အရ လူထုသဘော ထားမှတ်ချက်နှင့် အကြံဉာဏ်တောင်းခံရာတွင် ဆက်စပ်ပတ်သက်ပါဝင်သူများမှ ပြန်လည်ပေးပို့သော သဘောထားမှတ်ချက်/အကြံပြုချက်များအား နည်းပညာဆိုင်ရာလုပ်ငန်း အဖွဲ့ (Expert Advisory Group - EAG) အဖွဲ့၏(၁၁)ကြိမ်မြောက်အစည်းအဝေးကို ၂၀၂၂ ခုနှစ်၊ စက်တင်ဘာလ (၅)ရက်နေ့ တစ်ကြိမ် ကျင်းပ၍လည်းကောင်း၊ အကြံပြုချက်များအရ ပြန်လည်ပြင်ဆင်ထားရှိသည့် မူကွဲအပေါ် မြန်မာဘာသာ ပြန်ဆိုထားမှုများအား နည်းပညာဆိုင်ရာ လုပ်ငန်း အဖွဲ့ (Expert Advisory Group - EAG) အဖွဲ့၏ (၁၃) ကြိမ်မြောက် အစည်းအဝေးကို ၂၀၂၂ ခုနှစ်၊ ဒီဇင်ဘာလ(၂၇)ရက်နေ့တွင် တစ်ကြိမ်ကျင်းပ၍လည်း ကောင်း၊ မြန်မာနိုင်ငံသစ်တောထောက်ခံ ချက်ပြုရေးကော်မတီ ဒုတိယအကြိမ်မြောက် အစည်းအဝေးကို ၂၀၂၃ ခုနှစ်၊ ဇန်နဝါရီလ (၁၁) ရက်နေ့တွင်လည်းကောင်း ၊ EAG အပါအဝင်သုံးကြိမ်ကျင်းပ၍ အဆင့်ဆင့် သုံးသပ်ဆွေးနွေးအတည်ပြုခဲ့ပါသည်။

၇။ မြန်မာနိုင်ငံသစ်တောထောက်ခံချက်ပြုရေး ကော်မတီအနေဖြင့် ဆက်စပ်ပတ်သက်သူများ၏ အကြံပြု ချက်များမှ ရရှိလာသော ရလဒ်များအရ မြန်မာနိုင်ငံတရားဝင်သစ်ဖြစ်ကြောင်းအာမခံသည့်စနစ် မူကွဲ (၀၂.၀၀)တွင် ထည့်သွင်းထားရှိမှုများရှိသကဲ့သို့ အချို့သောအကြံပြုချက်များအား အကဲဖြတ်ဆန်းစစ်မည့် ပုံစံများ (Audit Form/ Checklist) တွင် ထည့်သွင်းသွားမည်ဖြစ်ပါသည်။

၈။ Standard Setting Policy အရ အဆင့်ဆင့် ဆွေးနွေးအတည်ပြုချက်များကို နောက်ဆက်တွဲ (၂) မှ (၄) တွင် ဖော်ပြအပ်ပါသည်။ အဆင့်ဆင့်ဆွေးနွေးအတည်ပြုချက်များဖြင့် “Myanmar Timber Legality Assurance System v 02.00” အား ၂၀၂၃ ခုနှစ်၊ ဇန်နဝါရီလ (၁၁)ရက်နေ့တွင် အတည်ပြုပြီးဖြစ်ပါသည်။ ဆက်စပ်ပတ်သက်ပါဝင်သူများအားလည်း ၂၀၂၃ ခုနှစ်၊ ဖေဖော်ဝါရီလ (၂၇) ရက်နေ့တွင် Email မှတစ်ဆင့် MFCC ၏ မြန်မာနိုင်ငံတရားဝင်သစ်ဖြစ်ကြောင်းအာမခံသည့်စနစ်အပေါ် သဘောထားမှတ်ချက်နှင့်အကြံ ပြုချက်များပေးသည့်အတွက် အသိအမှတ်ပြုပါကြောင်း၊ ကျေးဇူးအထူးတင်ရှိပါကြောင်းနှင့် သဘောထား မှတ်ချက်နှင့် အကြံပြုချက်များအား အဆင့်ဆင့် ဆွေးနွေးအတည်ပြုချက်များကို အကြောင်းပြန်ကြားပြီး ဖြစ်ပါသည်။

1. The Myanmar Forest Certification Committee (MFCC), in cooperation with ITTO, is implementing the project "STRENGTHENING SFM STANDARDS AND TIMBER LEGALITY FRAMEWORK IN MYANMAR" with the aim of strengthening the Sustainable Forest Management (SFM) standards and legal framework in Myanmar. The MFCC serves as the National Governing Body (NGB) of forest/timber certification schemes in Myanmar and a central part of the mandate is to carry out forest and timber certification and create an enabling environment for the sustainability of Myanmar forests.

2. Within the Policies formulated by the MFCC, the Standard Setting Policy outlines the guidelines to be followed during the development, review, and preparation of systems/standards and indicators. It stipulates that these standards and indicators should be reviewed and updated at least once every five years from their initial development.

3. As per the Standard Setting Policy by the MFCC, the Myanmar Timber Legality Assurance System (MTLAS) underwent revisions, resulting in the original (2013) standard being denoted as version (1.0). Subsequently, versions (1.01), (1.02), and (1.03) were approved, with a record of the steps taken and the corresponding dates documented until the final version (2) was endorsed. Notably, MTLAS version (1.01) was released in 2019 and officially approved on February 22. Following this, MTLAS version (1.02) obtained approval on January 26, 2021. The latest version, MTLAS (1.03), was approved during the Expert Advisory Group meeting held on June 3, 2022, and further confirmed by the initial meeting of the Myanmar Forest Certification Committee on June 13th of the same year.

4. To approve the version (1.03 - 2022) of "Myanmar Timber Legality Assurance System," a Public Consultation was initiated, requesting input for 44 days, from June 28, 2022, to August 10, 2022. The consultation aimed to obtain comments and suggestions from all relevant parties, and a Burmese translation (draft) was also disseminated.

5. An announcement on the MFCC's Website Page also provided information on how to submit comments and suggestions by filling in the "Public Comment and Advice Form" and sending it to [email protected]. Subsequently, the MFCC received comments and suggestions from the concerned stakeholders, which are included in Appendix (1).

6. As per the Myanmar Forest Certification Committee's Standard Setting Policy, the comments and recommendations received during the public consultation and advice request was discussed upon during the (11th) meeting of the Technical Working Group (Expert Advisory Group - EAG) in 2022. This meeting took place on September 5th. Following the recommendations, the Burmese translation of the revised version was undergo further review and discussion during the (13th) meeting of the Technical Working Group (Expert Advisory Group - EAG) in 2022, which occurred on December 27th. Additionally, during the second meeting of the Myanmar Forest Certification Committee on January (11) and subsequently during the EAG meetings, the system was reviewed and approved step by step.

7. Based on the feedback and recommendations received from the relevant parties, the Myanmar Forest Certification Committee incorporated certain recommendations in the form of an "Audit Form/Checklist" for evaluation and verification, similar to the ones included in version (02.00) of the system.

8. The Standard Setting Policy outlines step-by-step discussions and approvals, which can be found in Appendix (2) to (4). The confirmation of the "Myanmar Timber Legality Assurance System v 02.00" was communicated to the related stakeholders on January 11th, 2023. Additionally, on February 27th, stakeholders were acknowledged via email for providing comments and suggestions on the MFCC's system. The responses to these comments and suggestions were provided and confirmed step by step.
