I. Purpose

The purpose of this vacancy announcement is to provide the cooperative framework for the project of Myanmar Forest Certification Committee (MFCC) and International Tropical Timber Organization (ITTO) called “Strengthening SFM Standards and Timber Legality Framework in Myanmar” funded by Forestry Agency of Japan (FAJ).

And the international consultant is to assist in MFCC implementation of predefined activities and provide technical guidance in relation to MFCC’s project with ITTO. The project is for a period of 24 months and was signed in Jan 31st 2021.

II. Introduction

The immediate objective of the ITTO Project is to build responsible timber trade in Myanmar through globally accepted forest and Chain of Custody certifications systems. As part of the project significant capacity building interventions will be implemented to develop the robustness of the mechanisms and infrastructures that underpin Myanmar’s timber certification systems.

Standard and system development will hinge on wide stakeholder consultation, with international best practice processes (in accordance with MFCC policies and procedures), that will serve to foster an environment of mutual trust and ownership amongst forest sector stakeholders.

MFCC has identified a number of activities within the project framework that will require external support and technical expertise to implement. The international consultant will act as a key partner to lead and to help deliver the activities.

III. Operational Roles and Responsibilities

The roles and responsibilities of the international consultant are to:

1. Commit sufficient technical guidance to support MFCC towards achieving the identified goals of the project (as identified in table below). This can be from organization or the individual (or other recommended consultants). Contractor will commit to ensure that the activities identified for his/her will be delivered of high quality and on schedule.

2. Maintain all necessary project and activity files for identified interventions and data and allow free and unrestricted access for information that is not confidential (such as financial).

3. Commit to regular discussions (at least once a month and ad hoc if and when requested) to:

  • update on progress and to flag any challenges, potential problems and discuss solutions;
  • ensure effective project coordination and synergy of activities between MFCC and the contractor;
  • maintain a positive and mutually supportive dialogue to support both parties’ respective missions in addition to achieving the goals of the project

 

Output 1: Myanmar certification and timber legality assurance systems improved
Activities
A 1.1 GAPS from external assessment reviewed and addressed
A 1.2 Drafting relevant documents such as an initial MTLAS v2.00 and legality definition, Expert Group ToRs, stakeholder maps, agendas, workshops and conferences plans
A 1.5 Finalising (SFM related) system documentation and associated reporting
Output 2: Capacity of key stakeholders in the monitoring and verification of the sustainability and legality of timber and timber products increased
Activities
A 2.1 Capacity building of DRI to develop programmes for ISO accreditation (for FMU and CoC)
A 2.2 Training of Certification Bodies
System development support International technical consultant
